AARO’s new UAP report has a big satellite-flare answer
AARO’s FY2025 report logged 319 UAP-related reports. Its largest new resolution was not a recovered craft or a classified sensor: a modelling capability that attributed 238 reported UAP to satellite flares.
One line in AARO’s new annual report is easy to miss behind the headline number.
The All-domain Anomaly Resolution Office says it received 319 UAP-related reports for the period it calls FY2025. UAP is the government term readers usually encounter as UFO reports. During that period, AARO brought in a new three-dimensional modelling and simulation capability. It says the tool enabled its analysts to resolve 238 reported UAP as satellite flares: reflected sunlight from satellites seen at the right angle.
That is a substantial result, but it needs to be read carefully. The 319 figure is a count of reports, not 319 confirmed objects. AARO says it resolved 114 of those incoming reports, plus 256 reports from earlier periods. The 238 flare figure appears in the report’s programme-update section and is not presented as 238 new FY2025 incidents alone.
Why the flare finding matters
The office says the new capability combines all-source analysis with three-dimensional modelling. It specifically describes satellite flares as bright lights that can last from a fraction of a second to several minutes, sometimes appearing much brighter than the surrounding stars.
This is not a physics explanation invented for the FY2025 numbers. In December 2024, AARO published an information paper on Starlink satellite flaring. It describes sunlight reflecting from satellite surfaces such as antennas and solar panels, and explains why specular or diffuse reflections can look like a short, bright light from the ground. A separate AARO paper addresses forced perspective and parallax, two other ways an observer can overestimate an object’s apparent size or speed.
Those papers explain the mechanism. The new annual report is the first public indication of how much AARO says its newer modelling capability has changed its casework: 238 reported UAP resolved as satellite flaring across the office’s work, alongside the more limited FY2025 intake figures below.
In the FY2025 intake, AARO counted 44 space-domain reports. None came from space-based sensors: 42 came through civilian-pilot reports to the FAA, and two from ground-based U.S. Space Command sensors. AARO assessed those 44 cases as satellite flares with high confidence.
The report also says 44 UAP-related events were resolved as satellite flares during the reporting period. The larger 238 figure reflects the broader impact AARO attributes to the new analytic capability, including its work across the office’s case holdings.
The Virginia event remains open
The report’s single maritime-domain case is a different kind of entry. A U.S. Navy unit operating off Virginia reported about 100 airborne UAP and two likely uncrewed surface systems. AARO says it is still investigating the event with the reporting unit.
The report does not give a date, images, a unit name, or a public description of the objects. It is therefore an open case entry, not public evidence for a particular explanation.
What AARO did not resolve
AARO transferred 191 of the 319 reports to its “active archive,” its term for cases that lack enough data for a comprehensive assessment. Nine reports were sent for additional work with intelligence-community and science-and-technology partners.
Two reports described electronic or avionic interference near operational aircraft. AARO says it has not determined whether the reported effects were caused by UAP, or to what extent. The report says it received no reports indicating flight-safety concerns during the period.
It also separates a different security issue from UAP: 50 reports of unmanned-aircraft-system activity near U.S. nuclear infrastructure, weapons and launch sites. AARO says none of those 50 incidents was reported as UAP.
The important shift in this report is not a new extraordinary claim. It is a new way AARO says it can test a familiar kind of sighting. Bright, high-altitude lights and moving “orbs” have become a larger share of resolved cases as the office compares them with satellite geometry.
